High-Level Access Options

Testing access options early to inform sound design and planning decisions

What we do

We provide transport planning support at every stage of development.

We assess high-level access options to understand how a site could be accessed in principle and which options are likely to be realistic. Our work explores alternative access locations and forms at an early stage, providing clarity before layouts are fixed or detailed design is progressed.

Early testing of access options helps shape development strategy, reduces planning risk and avoids abortive design work.

What do we look with high-level access options?

High-level access options consider the potential ways vehicles, pedestrians, cyclists, buses,  refuse vehicles and emergency vehicles could access a site, without committing to detailed engineering design. This includes reviewing potential access locations, looking at the required junction forms and undertaking an initial feasibility review in the context of clear constraints such as level defferences, boundaries, utilities, highway safety, visibility and policy requirements.

This work is commonly undertaken during feasibility, site promotion or pre-application stages to inform land decisions and early discussions with highway authorities.

Our high-level access option work is tailored to the site and typically includes:

  • Identification of potential access locations

  • Review of frontage and surrounding highway network

  • Initial consideration of junction form options

  • Visibility and speed considerations

  • Review of pedestrian and cycle access opportunities

  • Identification of constraints affecting each access option

  • Comparison of options and recommendations

  • Clear written advice supported by drawings or sketches

The value of high-level access option testing lies in understanding which approaches are genuinely feasible before time and cost are committed to detailed design. By comparing options objectively, we help clients identify solutions that are most likely to gain support from the Local Highway Authority and avoid progressing options that are unlikely to be acceptable. This early clarity supports better land decisions, more focused design development and more constructive engagement with stakeholders, reducing the risk of late-stage change or objection.

When a review of high-level access options is needed

High-level access option assessments are commonly undertaken:

  • At feasibility or pre-purchase stage

  • During strategic land or site promotion

  • Prior to pre-application discussions

  • When multiple access points are possible

  • For constrained or sensitive sites

  • Before committing to layout or masterplanning

They are particularly valuable where access is likely to influence deliverability.

Our approach

We take a clear, proportionate approach to access option testing:

  1. Review site context and highway environment

  2. Identify deliverable access locations

  3. Test access options in principle

  4. Consider safety, policy and operational constraints

  5. Compare options and advise on preferred approaches

Our focus is on de-risking deliverability, ensuring advice supports informed decision making.

Who we support

We assess high-level access options for:

  • Residential developments

  • Strategic land and site promotion

  • Commercial and employment uses

  • Retail and leisure schemes

  • Energy and infrastructure projects

Our experience across England, Scotland and Wales provides insight into varying authority expectations and access standards.
