Scoping and environmental assessment

EIA screening, scoping and ES transport chapters.

Transport input to Environmental Impact Assessment, from early screening evidence and ES scoping through to the transport chapter and coordinated technical appendices.

We work with the client, planning consultant and EIA coordinator to define and assess the transport workstream. The commission identifies our technical role, the applicable consent route and the interfaces with the wider environmental team.

01

Transport input to EIA screening

We can set out the proposed movements, routes, relevant receptors and uncertainties for the screening submission. The EIA lead considers the whole project and other environmental topics, and the relevant authority makes the formal screening decision.

02

ES scoping and assessment method

We prepare the transport contribution to the EIA scope: study area, baseline, construction and operational scenarios, assessment method, potential effects and proposed data sharing. We can support discussions with the relevant authorities within the agreed commission.

  • A defined project description and transport assumptions.
  • Receptor and route review, with a justified assessment area.
  • Coordinated traffic inputs for noise and air quality specialists.
  • Construction, operational and relevant cumulative scenarios.
  • Assessment approach, mitigation dependencies and reporting structure.
03

The transport chapter and technical evidence

The chapter explains the potential effects, assessment reasoning, proposed measures and remaining effects. It is coordinated with the Transport Assessment and other environmental chapters, with datasets and drawing revisions controlled through the commission. Any further work or design change is identified with the EIA lead.

04

Confirm the regime and responsibilities

England, Scotland and Wales have separate EIA arrangements. Scottish planning guidance uses EIA Report terminology. Infrastructure and other consent routes also need their own checks. Our scope sets out the transport role; coordination and authorship of the whole ES or EIA Report are separately identified responsibilities.
