Separate city region strategy from borough requirements
The Greater Manchester Streets for All Design Guide provides a shared design reference. The Places for Everyone plan was adopted by nine councils in 2024; Stockport is outside that joint plan. Its policies should not be presented as applying to all ten boroughs.
For an urban scheme, begin with the street around the site: walking routes, crossings, cycle access, bus stop access and servicing space. A central location does not remove the need to demonstrate that the development can function safely and inclusively.
Where a scheme depends on a future public transport or street project, establish its delivery status and relationship to occupation. Keep committed works, aspirations and measures funded by the development distinct in the evidence.
