Local transport planning advice

Transport planning in North Yorkshire.

For North Yorkshire sites, establish the applicable design guidance before committing to an access or estate road layout. The council is developing replacement guidance and identifies suspended sections alongside interim documents.

Local guidance

Check the interim guidance before fixing the layout

North Yorkshire Council’s road adoption page brings together its highway specification, standard details, interim transport guidance and separate Section 38 and Section 278 procedures. It also flags that parts of the design guidance are suspended. An old downloaded design guide should therefore be checked against the council’s current position.

For a land purchase, distinguish the ability to obtain planning permission from the ability to deliver the access. Establish the highway boundary, visibility land and any works outside the title. An acceptable drawing can still leave a purchase exposed if the necessary land or highway agreement is missing.

The planning authority may differ within the Yorkshire Dales and North York Moors National Parks. For rural proposals, examine the route to services and the suitability of the access for the intended use, rather than relying on the distance to the nearest town.

What to establish before you commission

  • Confirm the current interim standards and agree any departures before detailed design.
  • Check visibility against the road context and appropriate speed evidence, including control of the land.
  • Allow for technical approval, drainage, maintenance liabilities and off site works in the programme.

The council deciding the planning application, the authority responsible for a road and the owner of land needed for an improvement can be different. Establish all three. National Highways involvement depends on effects on the strategic road network; a county address alone does not determine the consultation scope.
