Transport planning in Rutland.
Rutland proposals need a site specific review of access, parking and the route to services. A relatively small development can still need careful transport evidence where the frontage or available land is constrained.
Test the access and the land needed to deliver it
Rutland publishes Design Guidelines as supplementary planning guidance. Check the current development plan and application requirements alongside that design reference. Do not treat an emerging plan or draft parking strategy as adopted policy.
For an infill site or conversion, establish whether vehicles can enter, turn and leave as intended without undermining pedestrian access or the proposed parking. A count of spaces alone cannot show whether the arrangement is usable.
For a land appraisal, identify whether visibility, a pedestrian connection or drainage depends on third party land. Where a proposal may affect the strategic road network, establish the relevant consultation and evidence scope before fixing the programme.
What to establish before you commission
- Check the status of local plan and supplementary documents before relying on them.
- Test access geometry, visibility land and the practical operation of parking.
- Separate planning approval from highway consent, adoption and land rights.

Local highway authorities within this guide: Rutland County Council.
The council deciding the planning application, the authority responsible for a road and the owner of land needed for an improvement can be different. Establish all three. National Highways involvement depends on effects on the strategic road network; a county address alone does not determine the consultation scope.
Choose the work that answers the planning issue
Send the location plan, proposed use and scale, latest layout and any highway response. We will identify the work needed and quote for an agreed scope. Survey costs, officer discussions, drawings and revisions should be clear at the outset.
