Local transport planning advice

Transport planning in Staffordshire.

Staffordshire County Council publishes a Highways Design Code and a separate base specification. Stoke on Trent is a separate highway authority, with its own application and design requirements.

Local guidance

Check the design code alongside the technical specification

The council’s Highways Design Code addresses new residential streets, while its base specification covers the technical requirements of highway schemes. Check the live documents and any transitional advice before relying on a saved residential design guide.

For housing, establish the street layout, pedestrian connections and servicing movements together. The space needed for a usable layout can be different from the space shown by a carriageway centreline and a parking count.

For employment development, define operating hours and the vehicle fleet before selecting the assessment periods. Identify which improvements are needed for first occupation and which depend on subsequent phases, so the transport assumptions match the delivery programme.

What to establish before you commission

  • Check county or Stoke on Trent responsibility and any cross boundary effects.
  • Confirm the applicable design code and technical specification before detailed design.
  • Join up swept paths, walking routes, drainage and land ownership.

The right contacts

Planning and highway responsibilities

Staffordshire County Council and Stoke on Trent as a separate unitary authority.

Local highway authorities within this guide: Staffordshire County Council, Stoke-on-Trent City Council.

The council deciding the planning application, the authority responsible for a road and the owner of land needed for an improvement can be different. Establish all three. National Highways involvement depends on effects on the strategic road network; a county address alone does not determine the consultation scope.

Your project

Choose the work that answers the planning issue

Send the location plan, proposed use and scale, latest layout and any highway response. We will identify the work needed and quote for an agreed scope. Survey costs, officer discussions, drawings and revisions should be clear at the outset.
