A West Yorkshire address does not identify a single set of planning or highway standards. The five metropolitan districts need to be distinguished from the combined authority’s wider transport strategy.
Five highway authorities, with different local requirements
Check whether the site is in Leeds, Bradford, Calderdale, Kirklees or Wakefield before using a parking standard or validation list. West Yorkshire’s transport plans provide wider context, but do not replace the relevant district’s application requirements.
Leeds adopted its Transport SPD on 3 February 2023 and revoked the separate Street Design Guide, Travel Plans, Parking and Public Transport Improvements and Developer Contributions SPDs. A Leeds parking argument based only on one of those older documents needs revisiting. Do not transfer Leeds standards to the other four districts.
For an urban site, identify the walking route and crossing arrangements to the services relied on in the assessment. For an employment scheme, test shift changes and servicing alongside commuter peaks. These are useful starting points for agreeing a proportionate report scope.
What to establish before you commission
- Identify the district highway authority, including for sites close to a boundary.
- Check that the applicable parking and street guidance has not been superseded.
- Agree assessment periods around the proposed use, rather than automatically using two commuter peaks.
