Transport planning in Worcestershire.
Worcestershire’s Streetscape Design Guide brings movement, environmental design and the public realm into the same discussion. Access design should be coordinated with the space around it from the start.
Use the Streetscape Design Guide to test the whole street
The council’s published guide includes transport and movement, environmental considerations and supporting appendices. Its movement chapter references Manual for Streets, cycle infrastructure guidance and DMRB where applicable. Confirm the appropriate design approach for the road rather than selecting a standard from the speed limit alone.
For a new layout, test walking and wheeling routes, crossings, cycle storage, parking and the route for service vehicles together. An arrangement that works only when footways or parking spaces are obstructed needs redesign before submission.
Identify who will maintain streets, drainage and landscaped areas after completion. Where highway adoption is intended, bring the technical requirements into the concept design so the planning layout and adoptable scheme remain compatible.
What to establish before you commission
- Use the current Streetscape Design Guide and relevant district planning documents.
- Agree the design approach appropriate to the road and proposal.
- Coordinate highway drainage, trees and maintenance space before the layout is fixed.

Planning and highway responsibilities
Worcestershire County Council highway area; district councils determine most planning applications.
Local highway authorities within this guide: Worcestershire County Council.
The council deciding the planning application, the authority responsible for a road and the owner of land needed for an improvement can be different. Establish all three. National Highways involvement depends on effects on the strategic road network; a county address alone does not determine the consultation scope.
Choose the work that answers the planning issue
Send the location plan, proposed use and scale, latest layout and any highway response. We will identify the work needed and quote for an agreed scope. Survey costs, officer discussions, drawings and revisions should be clear at the outset.
