Transport Statements for changes of use.

Transport and parking advice for shops, clinics, gyms, offices and other changes of use, including customer trips, deliveries and highways comments.

A new business can work very differently from the use it replaces. We help owners, tenants and planning teams explain that change clearly, before parking or access concerns hold up the application.

01

Compare the existing use with the proposal

We review the established use, floor area, operating hours, staff and customer activity, then assess how the proposal would change travel demand. The comparison needs an evidenced baseline; an empty building is not automatically a site with no lawful traffic potential.

Your planning adviser confirms whether permission is needed and the appropriate application route. We provide the transport evidence for that route rather than treating every change of tenant as a new transport assessment.

02

Test the practical arrangements

We consider parking demand and turnover, pedestrian access, cycle storage, delivery vehicles and collection arrangements. A clinic with appointments, a gym with evening peaks and a takeaway have different operating patterns.

Where neighbouring streets or a shared car park are relied upon, we check restrictions and availability. Public spaces are not treated as spaces reserved for the business.

  • Trip generation and the change from the lawful baseline
  • Parking demand and shared parking assumptions
  • Delivery and refuse access
  • Proportionate surveys or vehicle tracking where required
03

A report that answers the council’s questions

The output may be a focused parking note, a Transport Statement or a response to an outstanding highways comment. We identify any layout or operating changes needed and set out the assumptions that must remain consistent with the application.

If the proposal changes during the application, the transport conclusions should be checked against the revised hours, occupancy or floorspace.

04

Your brief and our fee

Send the address, existing and proposed plans, proposed activities and hours, parking arrangements and any council comments. Include the intended opening date so we can identify survey or approval dependencies early.

We confirm the deliverables, information needed, programme and fee before starting. Survey costs, third party charges and additional design or consultation are identified in the scope. We do not promise a council decision date or an approval.
